Declared bitrate versus measured bitrate

Why the server's advertised bitrate can differ from observed media.

A streaming server may declare a nominal bitrate in headers or metadata, while analysis of the actual media can produce a measured value.

Small variation can be normal, especially over short measurement windows or with variable-bitrate content. A large or persistent mismatch may indicate incorrect server metadata, an unexpected encoder configuration, or a measurement limitation.
